Terms, Prices, and Delivery

Prices
Prices for circuit board repair, rework, and upgrade services can be estimated by phone, fax, or e-mail, but exact prices are quoted after a full evaluation. If there are critical specifications, these should be noted on the purchase order.

Warranty/Guarantee
Circuit Technology Center, Inc (CTC) guarantees 100% acceptance of all contract service work as follows.
  1. Any product found to be defective resulting directly from contract service work performed by CTC can be returned to CTC. CTC will either attempt to correct the defect at no cost, or return the product to the customer and provide a credit.
  2. The dollar value of any credit will not exceed the amount charged to originally perform the contract service work on the specific product, or portion of the product, being returned.
  3. CTC uses the best and most up to date techniques and procedures. We understand that some product and components can have a substantial value. However, CTC will not be responsible for the value of any product CTC damages during any contract service work. It is incumbent on the customer to notify CTC regarding any particular concerns about cleaning processes, exposure to heat, or any other processes that the product may be sensitive to.
  4. CTC uses comprehensive order control and tracking practices. However, CTC will not be responsible for the value of any product CTC may misplace while that product is in the possession of CTC.
  5. CTC will not provide a credit, nor correct a defect at no cost, on product due to a component failure unless there is clear visual evidence that CTC caused the defect.
  6. Customers must notify CTC of any discrepant product within 30 days after receipt in order to be eligible for a credit.
Process Yield
It is inherent in the nature of circuit board rework and repair to have some level of fallout. Unlike original manufacturing where all processes can be very tightly controlled, the same level of control is impossible during circuit board rework and repair. Customers must understand some small level of fallout during processing is normal and expected.

Inspection
All circuit board repair and rework projects undergo levels of inspection. Inspection is generally isolated to the specific areas where the repair or rework have been performed. It is not practical in many cases to conduct a thorough inspection covering the entire product. There may also be defects induced during the repair or rework process that occur outside the normal inspection area. Customers must understand some small level of defects may not be discovered during inspection.

Warranty Waiver
Under certain circumstances Circuit Technology Center, Inc (CTC) may not provide a guarantee. You will be notified and asked to complete one of the following forms.

Payment Terms
  • Accepted credit cards include MasterCard, Visa and American Express.
  • Orders outside the US less than $500.00 must pay using a credit card.
  • Orders outside the US over $500.00 may pay by credit card or wire transfer. If wire transfer is used an International Wire Processing Fee will be added to the order.
  • Orders within the US may pay by credit card, wire transfer or ACH.
  • Net 30 day terms may be offered to qualified accounts, minimum order $1000.
Minimum Order Size
Minimum order size is $175.00 for repair, rework, and upgrade services.

Shipping Information
Within the continental United States all orders are shipped F.O.B. origin. Orders will be shipped by UPS ground, unless otherwise specified. Large orders will be shipped by common carrier "best way collect" unless specific routing is required. Shipping and handling charges may be added to service orders if proper return packaging materials are not provided.

Damaged/Lost Shipments/Returns
Shipments damaged in transit must be reported to the carrier. Consignee must file a claim with the carrier.

Schedule
Standard delivery is three weeks after receipt of purchase order and all materials needed to complete the job. Expedited deliveries may be possible; availability depends on workload and prior commitments at the time of order.

If expedited delivery is provided the following premium delivery charge will be added to your order:
  • 100% increase to unit price for 2 day delivery after receipt of order and material.
  • 75% increase to unit price for 3 day delivery after receipt of order and material.
  • 50% increase to unit price for 1 week delivery after receipt of order and material.
  • 30% increase to unit price for 2 week delivery after receipt of order and material.
The above lead-times are based on standard business days - Monday thru Friday, Saturday and Sunday are not counted.

Incoming/Outgoing Inspection
Circuit Technology Center is dedicated to total customer satisfaction and continuous improvement. We strive to provide zero defect products and services. All technicians and inspectors require training and certification to many IPC standards including IPC 7711-7721, J-STD-001, IPC-A-610, plus many other job related training programs.

Although properly trained and capable, our technicians and inspectors do not perform a 100% top-to-bottom incoming inspection on customer printed circuit boards and assemblies. Technicians do perform a quick visual inspection of the entire circuit board or assembly, and perform a detailed visual inspection relating to the area(s) identified by the customer. We will contact the customer to discuss any notable problem or defect not initially identified.

Prior to return shipment, quality inspectors perform a 100% inspection in the area where our rework or repair has been performed.

Physical Damage Repair

Conditions
The repair of physical damage on modern circuit boards has become a demanding undertaking. Fine line circuits, micro-miniature surface mount and BGA pads, advanced multi-layer construction, and more, contribute to the difficulty of undertaking this type of work. The following conditions must be met when sending circuit boards to Circuit Technology Center for repair.
  1. The area to be repaired or reworked must be clearly identified.
  2. When previously unidentified minor defects are discovered during repair or rework, the customer grants CTC permission to correct those minor defects without notification.
  3. When requested, artwork will be promptly supplied.
How to send circuit boards needing damage repair to Circuit Technology Center.
  1. Review the Warranty/Guarantee information above.
  2. Clearly identify the location of the defect on each circuit board or include detailed instructions.
  3. Properly package the circuit boards and ship them as directed.
  4. Upon receipt of your circuit boards we will evaluate them and send you an email order confirmation listing the repair charge for each circuit board and the scheduled ship date. We will await your authorization prior to repairing or reworking your circuit boards.
  5. Upon completion, your circuit boards are inspected, packaged and shipped back to you.

Ball Grid Array (BGA) Component Rework

Conditions
BGA Component rework is extremely demanding. Unlike surface mount and through hole components, BGA component rework requires the use of sophisticated machines, and the most in-depth operator training. The most stringent process controls must be maintained throughout the entire process. The following conditions must be met when sending circuit boards to CTC for BGA component rework.
  1. Profile development is nearly always necessary. A profile must be developed for every unique BGA location that will require rework. This will require a sample/scrap circuit board of the same configuration as that to be reworked, and several sample/scrap components to develop a profile for each location. In special cases it may be possible to remove/replace BGA components without prior development of the rework profile. See prices below.
  2. BGA component rework requires that the circuit board will be exposed to multiple high temperature reflow cycles. At a minimum these include the original reflow process, the removal reflow process, and the re-installation reflow process. These multiple reflow cycles may cause damage/discoloration to the circuit board surface and solder mask. CTC must be informed if the BGA component location has been previously reworked.
  3. CTC will use no clean flux, but will remove excess flux from the circuit board surface after BGA rework.
  4. The customer must notify CTC about any components on the circuit board that may be unusually sensitive to high temperatures.
  5. The customer must notify CTC if prebaking of the circuit board, or special moisture controls of the BGA components are required.

  2. Clearly identify the BGA component(s) that require rework on each circuit board or include detailed instructions.
  3. Properly package the circuit boards and ship them as directed.
  4. Upon receipt of your circuit boards we will evaluate them and email you an order confirmation listing the repair charge for each circuit board and the scheduled ship date. We will await your authorization prior to repairing or reworking your circuit boards.
  5. Upon completion, your circuit boards are inspected, packaged and shipped back to you.
